Areas of Practice

Criminal Law

Steven has represented several hundreds of individuals charged with a variety of crimes, starting as a military defense counsel and continuing through to today.  He has been involved in cases ranging from first degree murder charges to bank embezzlement, from counterfeiting offenses to identity theft, from DWI cases to domestic and relationship violence cases.  Steven is well versed in many cutting edge issues of today’s criminal casework, such as cell phone tower technology and the government’s ability to “track” individuals through their electronic devices.  Steven also serves on the Criminal Justice Act Panel in the United States District Court for the District of Maryland.

General Civil Litigation and Appeals
Steven has represented beneficiaries to estate assets, employees leaving their former employer, companies seeking to enforce covenant not to compete agreements, civil RICO, and many other business clients on a multitude of issues. In addition in regularly appearing in state and federal trial courts, Steven has also argued cases in the Maryland Court of Appeals, Maryland Court of Special Appeals, and Courts of Appeal for the 4th and 6th Circuits.
 
 
 
Contract Litigation

Steven represents both contractors and subcontractors in government contract claims and cases.  He has previously filed suit in federal court in conjunction with a Miller Act claim, and recently successfully negotiated a large settlement for another subcontractor prior to initiating suit.  Steven also has defended companies acting as general contractors in multi-million dollar litigation involving state government contracts with various subcontractors.

Business Litigation

In 2018, Steven tried a multi-week case in the Circuit Court for Anne Arundel County, representing one of several Defendants accused of multiple civil torts by a multi-million dollar business.  The Plaintiff business was represented by a major Baltimore law firm.  Steven’s client was accused of violating covenants not to compete and misappropriation of trade secrets.  At the close of the case, the jury returned a verdict in favor of the Defendants (including Steven’s client) on all counts.     

Military Law

Steven continues to represent individuals charged or being investigated under the Uniform Code of Military Justice (UCMJ).  Steven spent 5 years as a defense counsel with the Air Force, representing individuals ranging from Airmen to Generals and Colonels.  He has continued to represent members from all branches of the service, be they Army personnel stationed at Aberdeen Proving Grounds, Airmen at Andrews AFB, or Midshipmen at the United States Naval Academy.

White Collar and Internal Investigations

Steven has represented numerous corporate officers in bribery, fraud, campaign finance and conflict of interest criminal prosecutions. Steven has conducted and/or led internal investigations for Fortune 500 companies and large utility operations.  Steven has also represented company officers and employees in  company-wide investigations, advising and guiding them through a sometimes confusing and intimidating process.

Administrative Law

Steven has recently successfully defended a company that the federal government sought to disbar over fraudulent conduct engaged in by a company officer.  In addition to debarment proceedings, Steven has also represented individuals before state licensing boards, federal regulatory matters and other administrative hearings.
